Asked on June 2 about Ukraine's aspirations to join NATO, Kremlin spokesman Dmitry Peskov said it "would be a potential problem for many, many years." Hanging over the deliberations is the question of whether alliance members can show unity by forging agreements ahead of the July 11-12 summit in the Lithuanian capital. But all agree on the need to further boost Ukraine's security between now and the day it joins NATO. Gabrielle Tarini, co-author of a new RAND Corporation report on Ukraine reconstruction, said that until Ukraine can join NATO the alliance needs to explore such measures. NATO will bolster a program of non-lethal aid for Ukraine's security forces to help them transition from Soviet-era to NATO standards, he said.

Ukrainian President Volodymyr Zelenskiy on Tuesday told the U.S. National Governors Association that the United States could protect its values by helping Ukraine. The weapons aid package was comprised of $2.1 billion from Ukraine Security Assistance Initiative (USAI) funding which allows President Joe Biden's administration to buy weapons from industry rather than from U.S. weapons stocks. That segment of the package included a half a dozen types of munitions, including munitions for Patriot air defense systems, tank munitions, and High Mobility Artillery Rocket Systems (HIMARS). The package announced on Tuesday includes 61 heavy fuel tankers and recovery vehicles to help disabled heavy equipment like tanks. The U.S. has now pledged more than $35.2 billion worth of security assistance to Ukraine since the Feb. 24, 2022, invasion.
Advanced air defence systems are designed to protect entire cities from air attacks. Russian air raids on Monday killed 19 people in Ukraine, wounded more than 100 and knocked out power supplies across the country. On Tuesday, Ukraine received the first of four IRIS-T SLM air defence systems Germany promised to supply, a German defence ministry source said. Discussions of the more than 50 countries will focus on providing additional air defence systems to Ukraine, said the U.S. ambassador to NATO, Julianne Smith.
